Remedial Investigation and Feasibility Study – San Juan Island, WA

CRETE is supporting the Remedial Investigation (RI) and Feasibility Study (FS) at a former ship yard and small craft marina in Shipyard Cove of the Salish Sea, on San Juan Island, Washington. The project includes investigation of upland areas and more than 5 acres of aquatic lands.
Known contamination includes: Total Petroleum Hydrocarbon, metals, dioxin/furans, Polycyclic aromatic hydrocarbons (PAHs), and may include Polychlorinated biphenyls (PCBs) and Tributyltin (TBT).
Work is being conducted under a Washington State Department of Ecology Agreed Order.
Work Performed
- Reviewed existing Environmental Site Assessments (ESA) documents to assess data gaps and prepare a RI Work Plan.
- Reporting included the evaluation of potential regulated building material and impacts to historic and cultural resources.
- Completed an extensive data collection effort which included:
- Soil and groundwater direct push investigation; groundwater monitoring well installation and sampling; tidal study
- Sediment surface grab sampling and subsurface coring
- Developed conceptual cleanup approach and cost estimates to support grant funding request and insurance cost recovery.
- Developed a draft conceptual site model including nature and extent of upland and sediment contaminants and evaluation of potential receptors.
Value Added

- Supported preparation of the Ecology Toxics Grant application.
- Provided quick response assessment to allow accelerated redevelopment on a clean portion of the property.
- Continued coordination between investigation and cleanup and proposed redevelopment plans that include restoring the facility to retain existing marine related services and allow for expansion and public waterfront access.
